ParcelManager originates and certifies. BMCP, the Building Commissioner’s portal, reviews and issues. Data crosses the boundary at three checkpoints, and only ever in one direction.

The platform

Twelve modules, from the first parcel to the annual audit

ParcelManager covers the whole statutory lifecycle of a subdivided building — the surveyor's schedule, the developer's management period, and everything the management corporation has to do after handover.

One tenancy model, four kinds of user

Parcel data is created once, by the surveyor, and stays with the project through the developer's management period and into the management corporation. Nobody re-keys it at handover — and an engaged property manager works inside the corporation that appoints it, on the same records.

Engaged by contract

Registered property managers

Not a tenancy of its own. An RPM is engaged by the developer or the management corporation and works inside that organisation — the operating modules, without the council's governance seat.

Statutory readiness

The clocks that start at commencement

BME 2026 and LSTE 2026 impose short, fixed windows on owners, developers and management corporations. Most of the work they require — the schedule, the register, the accounts — has to exist before the window opens.

The commencement date has not been gazetted. Every period below is stated as the Bill states it — relative to commencement, or to a certificate the project already holds — and no date on this page is a prediction of when that will be.

  1. Within 3 months

    of the architect's super-structure certificate

    Apply for subdivision — buildings erected after commencement.

  2. Within 6 months

    of commencement

    Apply for subdivision — buildings completed before commencement, or before the sale of any parcel after commencement, whichever comes first.

  3. Within 14 days

    of the certificate of fitness for occupation

    Developer applies for the certificate of establishment of the management corporation.

  4. Within 12 months

    of commencement

    Transitional case — a building already holding a certificate of fitness for occupation but no management corporation must apply for one.

    before the first annual general meeting

    Developer files the Register of Purchasers with the Commissioner, then annually thereafter.

What non-compliance costs

  • Missing the subdivision deadline is an offence carrying a fine of not less than RM 250,000 and not more than RM 1,000,000. (LSTE 2026 s.5(8))
  • Failing to file the Register of Purchasers carries a fine of up to RM 500,000, imprisonment of up to three years, or both. (BME 2026 s.22(3))
  • Where the management corporation's accounts duties are contravened, every council member commits an offence carrying a fine of up to RM 250,000. (BME 2026 s.28(4))

How it works

ParcelManager originates and certifies; BMCP reviews and issues

The split between the two systems is a trust boundary, not a technical convenience. Regulated parties sign what they submit, and the Commissioner's decision is a real gate.

Deadlines are derived from the project’s own dates — the certificate of fitness for occupation, the meeting calendar, the financial year end — so the calendar tells each organisation what is due, and under which section.
